What is OEC (Overseas Employment Certificate)

The Overseas Employment Certificate (OEC) is a document to Filipinos who are planning to work abroad. It serves as a clearance for overseas Filipino workers to leave the country legally and ensures that they are properly documented for employment abroad.

Here’s a complete and updated guide to help you secure your OEC (Overseas Employment Certificate) through the DMW (Department of Migrant Workers) portal.

📍 Stage 1 – Procedures in Vietnam (Handled by the Company)

1. Prepare the Employment Contract and Legalize in Vietnam

  • Both parties must sign the contract and stamp it;
  • Employer provides documents: company profile, business license, and notarized ID of legal representative;
  • Authorize us to legalize the contract in Vietnam (⏳ Processing Time: 12–18 working days)

2. Prepare the Invitation Letter
Takes about 1–2 working days after contract legalization

3. We send the legalized documents to the Philippines

💡 Tip: While waiting for documents from Vietnam, teachers are encouraged to prepare the following in advance to avoid delays:

  1. Medical Certificate (from DMW-accredited)
  2. Insurance (from DMW-accredited)
  3. Apostille documents – Degree, Work Experience, teaching certificate and proficient English certificate
  4. Sworn statement on how they secured a job (Notarized by a lawyer)
  5. Certificate of Authenticity (Notarized by a lawyer)
  6. Visa (Claim at the Vietnam Embassy in Manila)
  7. Create a DMW account

🔹 OEC Application Process on the DMW System

PHASE 1 – (2 weeks):

  1. Log in to DMW account

  2. Uploading of Documents:

    • Authenticated contract

    • Compliance Form (if applicable)

    • Company profile (screenshot of website)/Business or company Registration

    • Employer’s ID

    • Business VISA

    • Passport (valid for at least 1 year)

    • Apostilled documents of EF SET, DEGREE, Work experience

    • Notarized Sworn statement on how you secured a job

    • Certificate of authenticity

    • PRC ID (if applicable)

    • Updated Resume

  3. Wait for evaluation and verification of documents

  4. While waiting, you can take PEOS and PDOS which is conducted by DMW and OWWA.


PHASE 2 – Additional Requirements:

  1. Once approved, you can start uploading other necessary documents:

    • Certificate of Insurance

    • Medical Certificate

    • PEOS

    • PDOS

  2. Wait for approval and clearance

  3. Scheduled for Appointment

  4. Attend the appointment, Pay Processing fees and Claim your OEC
